That is right, the ARISE branch of the GITS universe has spouted a new leaf called "Alternative Architecture". It will begin to air in Japan in April.
This TV series will reuse the original 4 episodes of ARISE plus two new episodes. Here is the preview for this show:

On Aug. 31, a new video for Ghost in the Shell: Arise - Border: 2 Ghost Whispers was released on the series’ official site. In the video, fans can see familiar characters like heroine Motoko Kusanagi and Batou, the man with the “sleepless eye.” Screenings of this new chapter in Ghost in the Shell: Arise will begin in Japan on Nov. 30.

The good people at Bandai just released for streaming the first 10 minutes of the first part for the highly anticipated Arise movie.

In 1996 the original Ghost in the Shell animation spread like a wild fire across the world and made everybody take a second look at the Japanese Animation Industry.
The plot of the movie came bundle with well known futuristic concepts like cyborgs, robots, Heads-Up Display, artificial intelligence, instant communication and the Internet. But I believe it was the Thermoptic Camouflage showcased in the first scene of the movie that had the most impact.
With the announcement of the new movie ARISE, we are getting a look at a low-tech way to achieve this technology.
